The map appears to have originated in a proposal made by a Vestryman, Lieutenant General Alastair Macdonald (1830–1907), that the next edition of the parish bye-laws and standing orders be accompanied by a Town Plan. William Chambers Leete (1857–1929) was the Town Clerk of the Vestry and later Royal Borough of Kensington. Born in Chelsea, his parents were provision merchants.
