By late 1942, reports of mass deportations, forced labour, and racial engineering under Generalplan Ost had reached the West, yet the full reality of the Holocaust had not yet been grasped. The map assumes large-scale relocation and exploitation of populations, rendering human suffering as arrows and numbers, rather than recognising the systematic, industrialised extermination that was already well advanced. Seen in this light, the map represents an early and incomplete effort to comprehend unprecedented crimes using familiar concepts of displacement and population transfer.
