The Festival Hall was listed Grade I in 1988 alongside Coventry Cathedral, and they were the first post-war buildings to be so protected. The Shell offices shown south of Belvedere Road are the former Downstream Building, which has since been converted into the Whitehouse Apartments, marking a shift from corporate employment to residential use. This reissue supersedes an earlier June 1889 edition marked obsolete. That edition shows the Royal Festival Hall, National Film Theatre and Shell offices but leaves the arts-complex plot open. The plan was made to assess property and fire risk, and it took pasted overlays as uses and buildings changed. The Queen Elizabeth Hall and Purcell Room opened in 1967 and the Hayward in 1968. Their detailed inclusion is the latest alteration identified, and it indicates an amended state of about 1968 or later. The sheet was resurveyed and reissued in March 1965, with a 1965 copyright date, and the key plan acquired with the same group records corrections to March 1971. Other streets on the sheet include Concert Hall Approach, Sutton Walk, Tenison Way and Waterloo Bridge Southern Approach.

//cdn.shopify.com/s/files/1/0923/9583/1643/files/P-9-001216a_77da5269-0904-4ea2-8a1a-360f3d768474.jpg?v=1792149265
goad-london-240-se1-south-bank-national-theatre-site-nft-1889-c1971-old-map-p-9-001218
Goad London 240—SE1—South Bank—National Theatre site—NFT 1889 (c1971) old map

Charles Goad Insurance Plan of London, sheet 240 [South Bank: Waterloo Bridge, Upper Ground, National Theatre site and National Film Theatre]

Goad's fire insurance plan of London, sheet 240, covers the South Bank at Upper Ground and Stamford Street (SE1). Here the cleared plot marked as the National Theatre site was then still awaiting Denys Lasdun's building of 1969–76, which was listed Grade II* in 1994. On the sheet, Cornwall House is still labelled for H.M. Stationery Office and government offices, with Post Office telephones also marked, and the building is now King's College London's Franklin-Wilkins Building. The Royal Waterloo Hospital for Children and Women, which closed in 1976, is now student accommodation, and these two changes, at Cornwall House and the hospital, show this stretch becoming a district of culture and education. These plans were made to assess property and fire risk, and they took pasted overlays recording changes of use, altered layouts, demolition and new building, while earlier outline editions keep more of the wharf layout. The National Film Theatre beneath Waterloo Bridge, which opened in 1957, is the latest alteration identified, and it indicates an amended state of about 1957 or later. The printed base heading is dated June 1889, with a 1950 copyright date, and no later correction carries a date. The key plan acquired with the same group records corrections to March 1971.
