The 1858 treaties named Kanagawa, but its shallow water hampered cargo handling and its position on the Tokai-do placed foreigners in a sensitive corridor. The shogunate instead prepared the more easily controlled Yokohama site across the water. Despite diplomatic objections, it became eastern Japan’s principal centre of European trade. Within eight years, fields, marsh and fishing settlement became a canal-bounded town sustained by silk and tea exports. Camps and the naval yard record the armed tension surrounding foreign residence; the shallow waterfront still required cargo transfer by barge. Published in 1867, the plan captures these arrangements during the final year of Tokugawa rule.
