Chadwick observed that the death crosses crowded into “the poorest and the worst” localities. By making mortality and class visible street by street, the map showed premature death as patterned rather than random: associated with housing and environment, and therefore susceptible to public intervention. With Robert Baker’s Leeds map, it formed the visual core of Chadwick’s 1842 report. The report prompted the Health of Towns Commission and helped drive the Public Health Act 1848, under which local boards had to cleanse streets and gained powers over drainage, sewerage, water supply and public walks or pleasure grounds. The map thus helped establish healthy housing, clean streets and open space as enduring responsibilities of government. The variable pale-brown ground tint is integral to the original lithographic printing; its statistical meaning is not described on this map however the similar tint on the map of Leeds describes \"less cleansed\" disctricts. On the Bethnal Green map it has no separately keyed statistical meaning.
