Red identifies alienated land—land granted or leased by the colonial state, principally to non-African settlers—and the European-reserved Kenyan Highlands. Prepared for the East Africa Royal Commission, 1953–1955, it provided the geographical framework for an inquiry into raising living standards through land reform, agricultural development, communications and economic expansion. The Commission was conceived before the Mau Mau Emergency, but the rebellion, rooted partly in Kenyan land hunger and dispossession, gave its work exceptional urgency.
