Colour grades the likelihood of annual rainfall failing to reach 20 inches, distinguishing potentially cultivable country from land essentially suited to pastoralism. Prepared for the East Africa Royal Commission, 1953–1955, it helped assess where population pressure and environmental limitations permitted agricultural expansion or resettlement.
