Population is based on the 1948 census, each dot representing 5,000 people. Hatching shows tsetse zones where sleeping sickness and animal trypanosomiasis obstructed settlement and cattle keeping; red denotes alienated land, principally land granted or leased to non-African settlers. Unlike Map 2’s basic 20-inch threshold, this sheet applies a more demanding 30-inch test, grading the frequency with which annual rainfall would fail to reach it as good, fair, poor or bad. The East Africa Royal Commission used it to identify the best prospects for viable arable farming and explain why apparently empty land could not simply absorb crowded populations. Produced during the Mau Mau Emergency, it gives geographical form to contemporary debates over land hunger, unequal tenure and colonial development.

https://www.antiquemapsandprints.com/products/east-africa-population-tsetse-fly-rainfall-reliability-royal-commission-1954-map-p-6-112245
