The plan records the diplomatic presence created by treaties alongside Tokugawa defences. Foreign visitors required official escorts, while the legations had become targets of sonnō jōi, “revere the emperor, expel the barbarians”. Published in 1867, it captures Edo months before the shogunate relinquished power; imperial restoration and the renaming of the city as Tokyo followed in 1868. The subtitle, “From the Government chart”, identifies an official source adapted in this locally engraved English-language version associated with Dennys.
