The latter probably represents Benten Cape Battery, begun in 1856 and completed in 1863. Opened to American vessels in 1854 and wider treaty commerce in 1859, Hakodadi served whalers and northern shipping. Coal and lead were available; exports included hides, deer horn, seaweed and other marine produce. Dennys’s 1867 account describes reclaimed plots largely unoccupied, foreigners living in adapted Japanese houses and no regular European settlement; even a chance mail ship’s arrival was an event. British, American, French and Russian consular presences and a Russian Orthodox church nevertheless gave this commercially modest port international strategic importance.
