Portuguese occupation dated from the sixteenth century, but Macao was not a port opened by the Treaty of Nanking; Hong Kong’s rise after 1842 eroded its commercial pre-eminence. By 1867 Praia Grande was lined with residences and consular flagstaffs, St Francis barracks had been completed in 1866, and Guia lighthouse had operated since September 1865. The Inner Harbour was silting, admitting only light-draught vessels, while proposed embankments anticipated later reclamation. Imports reached roughly $6.84 million and exports $4.66 million in 1865, principally rice, sugar, tea, dyestuffs and opium. The plan records Macao’s continuing role as a harbour and staging point after Hong Kong’s ascent.
