'Sanitary Map of the Town of Leeds'
An important early disease map, prepared by Leeds surgeon and factory inspector Robert Baker at Edwin Chadwick’s request. By overlaying working-class housing, mills, “less cleansed” districts (shown in dark brown), cholera, contagious disease and ward mortality, it made a political case: epidemic disease concentrated in uncleansed working-class streets. Chadwick found cholera and fever followed similar tracks and that mortality in badly cleansed and drained wards was almost twice that of better districts. Although rooted in mistaken miasma theory rather than knowledge of cholera’s waterborne cause, the map recast illness as evidence of remediable urban conditions—and therefore a responsibility of government. Baker’s investigations helped secure the Leeds Improvement Act 1842, giving the Corporation powers over cleansing, sewers and building regulation. Nationally, this map and its Bethnal Green companion helped build the case for the Public Health Act 1848 and the principle that local authorities should actively protect public health. Engraved and printed by Stephen Sly.
